EC Communication on State Aid Modernisation

On 8 May, the European Commission adopted a communication on EU State Aid Modernisation that aims at state aid controls targeting more effectively sustainable growth-enhancing policies while encouraging budgetary consolidation, limiting distortions of competition and combating protectionism. After having just completed a year of negotiations for Commissioner Almunia's state aid package of services of general interest, for social service providers - like many SOLIDAR members - this new process will determine the broader framework within which they fall.

According to the Commission, modernised state aid control should facilitate the optimal treatment of aid with the ultimate aim to ensure that public support stimulates innovation, green technologies, human capital development and ultimately promote growth, employment and EU competitiveness. Elements contributing to these objectives include: common principles for assessing the compatibility of aid with the internal market, across various guidelines and frameworks; a revised Block Exemption Regulation, Council Enabling Regulation and possibly also a revised de minimis Regulation; as well as a modernised Procedural Regulation with regard to complaint-handling and market information tools.

To ensure rapid results, the Commission intends to adopt the proposals for the revised Procedural and Enabling Regulation in autumn 2012, with the other main instruments adopted by the end of 2013. The Commission intends to consult Member States and engage in an open dialogue with the European Parliament and other stakeholders.
